Burgasser: Operation Long Arm Is "The Largest Anti-Child Pornography Operation in U.S. History"

This effort began with a May, 1992, when a US requested search of a Danish citizen's home that resulted in the seizure of a computer system, records & hundreds of pornographic photographs of children. Individuals WW were able to participate in a child pornography electronic bulletin board known as BAMSE. By paying a fee, they could receive "child and deviant hard-core pornography" in the form of graphic images, text and computer games that could be downloaded into personal computers, authorities said.

A second raid in October revealed another child pornography bulletin board dubbed SCREWDRIVER. Customs agents estimated that 45 Americans were importing child pornography through the two systems. That conclusion led to the March raids, dubbed Operation Long Arm and characterized by Burgasser as "the largest anti-child pornography operation in U.S. history."

Burgasser described the computer distribution of pornography as "more invidious" than that distributed through more traditional means because it enables "pedophiles to reach into the homes of at-risk children" through computers and lure them into lewd activities.

Burgasser Discussing Operation Long Arm on C-Span (Aug 31, 1993)

This operation was designed to accomplish several goals. Increase the available intelligence on how pedophiles & others use computers to traffic child pornography and contact children. Identify violators of federal child pornography laws. And we want to serve notice that the Department of Justice will not allow the trade in child pornography and sexual exploitation of children to proceed unimpeded regardless of whether the trade was carried out by traditional or high tech methods.

Burgasser's Predecessor Contends Obsenity Investigations & Prosecutions Scaled Back Under Clinton Admin. George Disagrees.

Patrick Trueman, who served as chief of the U.S. Justice Department's Child Exploitation and Obscenity Section in the Bush administration, says.. pornography industry have little to worry about these days from law enforcement…

Although Justice Department officials now insist that they are continuing to investigate and prosecute obscenity with the same fervor, Trueman contends the siege has been scaled back under the Clinton administration. These businesses in Los Angeles know they can ship around the country because no one is coming after them, said Truema…

Justice Department prosecutors defend their record of bringing obscenity cases, maintaining that they not only picked up where Trueman left off, but initiated their own cases as well.

Obviously, indictments have continued, trials have continued. We have reached into new areas that had not been dealt with, said George Burgasser, who replaced Trueman as acting chief of the Child Exploitation and Obscenity Section.

The content of tapes proves that videotape makers know the government has not given up, Burgasser said. No longer do mainstream adult tapes depict bestiality, sadomasochism, child pornography and even simulated child pornography, he said.
