AREN'T ALL CITIES, TOWNSHIPS, MUNICIPATLITIES, ETC FORMED AS MUNICIPAL CORPORATIONS?
"Municipal incorporation occurs when such municipalities become self-governing entities under the laws of the state or province in which they are located. Often, this event is marked by the award or declaration of a municipal charter. A city charter or town charter or municipal charter is a legal document establishing a municipality, such as a city or town."

The District of Columbia was formed as a Municipal Corporation; read the text.
Within the Distr. of Columbia, are the (municipal) corporations called (the City of) Washington and (the City of) Georgetown, which don't have to pay tax, and the charters of those cities abolished.
The way I read this, is that when they moved the capitol from Philly, they carved out the 10 square miles of the cities of Washington and Georgetown, canceled their previous charters of municipal incorporation, carved them out of whatever state it was at that time, and created a new municipal corporation (DC).
But I did not see any language that says United States of America Incorporated.
