Those EOs were signed one week ago by Trump, and they were just published yesterday.

 

The EO thing is either deliberate misinformation or a bad meme spreading around. Please make sure to validate these claims for yourself.

The WH site is different from the Federal Register.

 

An EO becomes effective as soon as it's signed by POTUS. So, what's the purpose of the Federal Register? From their site, it serves as "The Daily Journal of the United States Government." The FR will take the signed EO and formally publish it. Just a few elements of publishing include proofing, typesetting, and document creation. They also need to ensure the documents are filed in the system correctly.

 

Basically, the White House site is useful for fast communication, while the FR is the official record.
