2) However…. has anyone mentioned what appear to be extremely bright studio lights in the reflection behind and to the left and right of Biden in the third pic you related?
They don't match the lighting style of the room and the angle of the windows isn't right for a photographer with a normal setup unless they actually put light stands up. This doesn't seem to me to be logical for this picture - WAY too much setup when the WH photographer can just snap a photo rather than set up lighting.

to add to this, what WOULD make more sense here is if this is an oval office set and there are studio lights set up as a standard practice because of how the set is used.
