The video shows documents of the "incorporated" towns, cities, states, organizations, funds, EVERYTHING GETS INCORPORATED
The CAFR was really first brought to the public when a taxpayers complaint accidentally was told about it. I forget the man's name, now. Essentially the video shows that among all the retirement funds, towns, states, etc WE OWN ALL THE CORPORATIONS, MEANING things like oil companies, walmart, every corp that has investors. Collectively we own them. And one of the lines toward the end of this video talks about "a manager" must approve any sale of investments. And no one knows just who that is.
