From where did you pick up this precept of yours?
What you are questioning is your own idea of what God is.
That's called a "strawman".
"Repent" means "to turn away from".
The Lord turned away from the wickedness of man, because it grieved him.
You left out the part where God and the man were walking together.
So, a more apt description would be,
God and Man were in the backyard.
God warned not to go to the tree where was the serpent.
Man disobeys,
turning away from God to do as he wished.
There was that,
however,
most of the water was likely from aquifers.
That's how the vast oceans were formed.
The aquifers were emptied,
the caverns collapsing under the weight of the water,
and the oceans were formed on top of the destroyed aquifers.
The aquifers having been under pressure,
violently released their contents due to worldwide volcanic eruptions and earthquakes from the plates colliding.
Of course there is free will.
It's God's will.
Man sold his will to the Serpent,
becoming a slave of sin,
making his mind at enmity against God.
There is no freedom in that.
Christ came so that in Him,
the Narrow Way,
men could be free to serve God in Righteousness.
