I recall reading that Pell was likely selected by Pope Francis to be Vatican Treasurer knowing there was a sexual abuse allegation scandal hanging over him, so that Pell could be quickly removed if he got too close to exposing the truth about the Vatican Bank/Vatican finance corruption and seeking actual reform. This way the Bank goes on as usual.
