European countries are battling to save commercial ties with Iran as part of a wider effort to stop the US upending the landmark deal to curb Tehran’s nuclear programme.
With President Donald Trump expected to refuse to certify that Tehran is complying with the accord, European officials are making contingency plans to protect companies such as Airbus, Total, Siemens and Peugeot, which have all struck deals in Iran if nuclear-related US sanctions are reimposed.
“People in Brussels are looking at whether blocking statutes need to be upgraded or updated,” said David O’Sullivan, EU ambassador to the US. “There’s no definitive plan yet. But if the US were to do something which impinged on the ability of Europeans to do what we could consider legitimate business with Iran, this is something we would like to look at.”
The billions of dollars of western trade and investment that have flowed into the Islamic republic since sanctions were lifted in January 2016 has been crucial for both the companies involved and for galvanising Iranian support for the agreement, European officials say.
Now they fear the trade ties could be thrown into jeopardy. Mr Trump has until October 15 to announce whether Iran is complying with the deal he has described as the “worst ever”. Decertification would have no immediate legal effect on companies investing in, or trading with Iran. But Congress would then have 60 days to decide whether to reimpose the sanctions.
European governments are among the staunchest backers of accord, which Tehran sealed with the US, France, the UK, Germany, Russia and China in 2015 after years of tortuous negotiations. Under the agreement, Iran agreed to scale back its nuclear activities and many sanctions were lifted.
Iran has been able to double oil exports to help pull it out of recession after years of isolation, and the promise of much-needed foreign investment was critical for Iranian president Hassan Rouhani to secure the support of Ayatollah Ali Khamenei, the supreme leader, in signing the agreement.
