The Organic Act of 1801 established Washington DC as our Captiol and it was mapped out tobe this. 1871 a New Organic Act labelled District of Columbia Organic Act was passed. It was repealed in 1874. In 1874, Congress replaced the District's quasi-elected territorial government with an appointed three-member Board of Commissioners. Direct rule by Congress continued until the passage of the District of Columbia Home Rule Act in 1973.
This Act didn't address all thingsthe 1871 Act did, therefore the balance of the chages in the 1871 should have reverted back to the Original 1801 Organic act
Washington DC had a President of the Board of Commissioners until 1967 whereas they had a Mayor Commissioner.Then changing to Mayor.

1938 The Washington DC flag was born by a guy named Melvin C Hazen who quoted the original map when deciding on the flag design. Hazen was the Prresident of the Board of Commissioners at the time. ( he seems like a dick to me but everyone respected him )
