DC- LIGHTS OUT AT WASHINGTON MONUMENT- VO SUN0107- The Washington Monument lights appeared to be partially out on Sunday night. Nat'l Park Service officials say they are investigating. One side and the aviation & inside lights at the top are lit, the other sides are in darkness.
