Anon has been observing the goings on around the 3-1/2 story structure in front of the White House for the past week.
Still can't figure out what it is. Hoping it was constructed for gallows or firing squad, but hoping anons have answers.

Not much seen. A random military person roaming around the top platform. Silhouettes of others are more rarely seen on lower floors.
This morning the military person on the top platform was wearing a white helmet. Thought that was odd.
