Assuming the newspaper was at least a few days or so relevant to the picture. the Headline dates this picture roughly to 1991.

 

Oddly enough the monument was 'Degazzetted' in 1993.

They encountered unexpected opposition from local groups, including the Friends of Fort Jesus and the Muslim Human Rights League (MUHURI), and had to abandon their plans."

 

 

This event may not be directly related to the Obamas picture, However the shady land deal outlined of -goings on- in Kenya… may be worth further digging.
