Thanks for the correction. You are right that this is an Army officer, not Navy. He is not wearing mess dress though. That would not be appropriate for the occasion. It is the dress blue honor guard uniform with winter overcoat. Still checks out. There is nothing strange about the uniform from what I can tell.
