"… belligerent occupation ends when the conditions for its application are no longer met….:" and "….occupation ceases when the INVADER no longer factually GOVERNS the occupied territory…"
First, WHO is belligerent invader occupying the WH and the Capitol? The usurpers who stole the election via foreign election interference. (China and others.) Their front men. Biden and others are controlled by China and others. Therefore , there is a foreign occupation of the WH/Capitol.
Second, what territory has been invaded/occupied? The WH and Capitol located in DC. (In 1871 DC was formed under US laws as a separate municipal gov't to house the capitol. I don't see anything that indicates DC is a foreign gov't. or a nation unto itself, or the land/building owned by a non-US entity. And if that is proven, then I don't see anything that says we can't relocate the US capitol after changing the law.)
The end of the belligerent occupation ceases when the current usurpers either leave voluntarily, or if President Trump and supporters concede, or if the military determines Biden etal are not controlled by China and did not steal the election and physically remove them.
At the bottom on page 769, "Belligerent Occupation Applies to Enemy Territory"
DC is part of the US. Therefore, China via occupying/controlling those currently in the WH and the Capitol is occupying enemy territory. In other words, the US is enemy territory from China's perspective. They have captured our country and have disguised this with their puppets in place to fool the masses, the dumb Americans.

11.3 as a marker appears IMO to have been a warning that the WH and capitol would be usurped, occupied by belligerents, who would seize control and govern illegally.
And we were even told who those belligerent occupiers would be: [D] + China = 11.3 i.e. foreign occupiers/foreign controlled.
Q did give us the biggest advance drop on pol that our Presidency and capitol would fall into the hands of China, and the heads up that "the only way is the military" - the only way to oust them is the military, thru force.
We have a very serious CONSTITUTIONAL CRISIS in our nation. Technically we do not have a president (lawfully elected), and our national seat of gov't has been usurped and occupied by a foreign gov't(s) controlling their front men. The military has no lawful Commander in Chief at the moment. The only way to restore our nation is for our military to forcefully oust the foreign controlled occupiers.
