Juan O Savin says inaugural event, to be held in March, has already been budgeted and paid on Dec 10th

This is the 2nd time that I've heard Juan O Savin say that inaugural ceremonies, to be held in March, have already been budgeted and paid. Starts at about 8:30 in this vid. Would this be info that is public accessible? Someone point anon in right direction, I would like to find sauce on his claim if publicly available.
