Any idea why D.C.Capitol has some kind of black flag flying under the Stars and Stripes?
Any idea what the flag is and/or represents?
I tried to zoom in but can't make it out.

You'd think that with all the tax money they collect they'd get rid of the potato cam and upgrade to something with better resolution.
This is as close and clear as I can get.
Still can't identify that Black Flag.
It's only on the 1 pole even though there are many flying over the Capitol.
