The Ten Stages of Genocide

Genocide is a process that develops in ten stages that are predictable but not inexorable. At each stage, preventive measures can stop it. The process is not linear. Stages may occur simultaneously. Logically, later stages must be preceded by earlier stages. But all stages continue to operate throughout the process.

➔ 1. CLASSIFICATION: All cultures have categories to distinguish people into “us and them” by ethnicity, race, religion, or nationality: German and Jew, Hutu and Tutsi. Bipolar societies that lack mixed categories, such as Rwanda and Burundi, are the most likely to have genocide.

The main preventive measure at this early stage is to develop universalistic institutions that transcend ethnic or racial divisions, that actively promote tolerance and understanding, and that promote classifications that transcend the divisions. The Roman Catholic Church could have played this role in Rwanda, had it not been riven by the same ethnic cleavages as Rwandan society. Promotion of a common language in countries like Tanzania has also promoted transcendent national identity. This search for common ground is vital to early prevention of genocide.

➔ 2. SYMBOLIZATION: We give names or other symbols to the classifications. We name people “Jews” or “Gypsies,” or distinguish them by colors or dress; and apply the symbols to members of groups. Classification and symbolization are universally human and do not necessarily result in genocide unless they lead to dehumanization. When combined with hatred, symbols may be forced upon unwilling members of pariah groups: the yellow star for Jews under Nazi rule, the blue scarf for people from the Eastern Zone in Khmer Rouge Cambodia.

To combat symbolization, hate symbols can be legally forbidden (swastikas in Germany) as can hate speech. Group marking like gang clothing or tribal scarring can be outlawed, as well. The problem is that legal limitations will fail if unsupported by popular cultural enforcement. Though Hutu and Tutsi were forbidden words in Burundi until the 1980’s, code words replaced them. If widely supported, however, denial of symbolization can be powerful, as it was in Bulgaria, where the government refused to supply enough yellow badges and at least eighty percent of Jews did not wear them, depriving the yellow star of its significance as a Nazi symbol for Jews.

➔ 3. DISCRIMINATION: A dominant group uses law, custom, and political power to deny the rights of other groups. The powerless group may not be accorded full civil rights, voting rights, or even citizenship. The dominant group is driven by an exclusionary ideology that would deprive less powerful groups of their rights. The ideology advocates monopolization or expansion of power by the dominant group. It legitimizes the victimization of weaker groups. Advocates of exclusionary ideologies are often charismatic, expressing resentments of their followers, attracting support from the masses. Examples include the Nuremberg Laws of 1935 in Nazi Germany, which stripped Jews of their German citizenship, and prohibited their employment by the government and by universities. Denial of citizenship to the Rohingya Muslim minority in Burma is a current example.

Prevention against discrimination means full political empowerment and citizenship rights for all groups in a society. Discrimination on the basis of nationality, ethnicity, race or religion should be outlawed. Individuals should have the right to sue the state, corporations, and other individuals if their rights are violated.

“We’re Not Going to Ban Fracking” – Biden Mumbles Through Climate Change Presser, Signs More Executive Orders – Then Calls a Lid

Joe Biden mumbled through a “Climate Change” presser on Wednesday from the White House.

After waging a war on energy since his inauguration, Biden is now claiming his administration is not going to ban fracking.

“Let me be clear, and I know this always comes up, we’re not going to ban fracking,” said Biden.

Translation: The Biden Admin will just regulate fracking out of existence.

Biden signed more executive orders aimed at ‘tackling climate change, creating jobs and restoring scientific integrity’ – whatever that means.

After Biden signed the executive orders, he shuffled out of the room without answering any questions from reporters.

Biden Assembling Commission To Study Supreme Court Reform

The Biden administration is moving forward on the creation of a 'bipartisan' commission which will study potential reforms to the Supreme Court and the federal judiciary, according to Politico.

Housed under the purview of the White House Counsel's office, the commission will be filled out with "behind-the-scenes help of the Biden campaign's lawyer Bob Bauer." While the commission's mandate is 'still being decided,' we can only imagine it's the first step towards Democrats 'packing the court' to overcome its current conservative bias.

According to people familiar with the discussions, several members have already been selected - including Yale Law School professor Cristina Rodriguez - who served as a deputy assistant attorney general in the Obama DOJ, and has been tapped to co-chair the commission. Others include "Caroline Fredrickson, the former president of the American Constitution Society, and Jack Goldsmith, a Harvard Law School professor and a former deputy assistant attorney general in the Bush Department of Justice," according to the report.

Fredrickson has hinted that she is intellectually supportive of ideas like court expansion. In 2019, she said in an interview with Eric Lesh, the executive director of the LGBT Bar Association and Foundation of Greater New York: “I often point out to people who aren't lawyers that the Supreme Court is not defined as ‘nine person body’ in the Constitution, and it has changed size many times.”

Rodriguez’s opinions on court reforms are less clear. Goldsmith’s selection, meanwhile, is likely to be the one to frustrate progressives. A senior fellow at the Hoover Institution, Goldsmith did not support Trump and is a friend and co-author of Bauer. But he was a vocal advocate of Brett Kavanaugh’s appointment to the high court—an appointment that sparked Democratic advocacy for expanding the number of Supreme Court seats. -Politico

A source tells Politico that the Commission is expected to have between nine and 15 members.

The Commission comes after then-candidates Joe Biden and Kamala Harris repeatedly refused to answer whether they would pack the Supreme Court following the death of Justice Ruth Bader Gisnburg and her conservative replacement, Justice Amy Coney Barrett in the weeks before the November election. Instead of answering directly, Biden vowed to form such a commission to examine potential changes to the Court, despite saying he's "not a fan of court packing."

"The last thing we need to do is turn the Supreme Court into just a political football, whoever has the most votes gets whatever they want," Biden told "60 Minutes" in October, adding "Presidents come and go. Supreme Court justices stay for generations."

Bauer, the behind-the-scenes operator, is himself a proponent of term limits for federal judges, and reportedly came up with the idea of forming a commission to study court reform.

Biden administration considers mandatory COVID-19 tests for domestic air travel, official says

'We realize that there’s been a dramatic evolution and increase in both testing platforms and testing capacity'

The Biden administration is considering implementing mandatory coronavirus testing for travelers on U.S. domestic flights.

Dr. Marty Cetron, director for the Division of Global Migration and Quarantine at the Centers for Disease Control and Prevention told reporters Tuesday that the administration is "actively looking" into imposing the domestic travel testing requirement.

"We also have to look at the possible planning in domestic travel," Cetron said. "We’re actively looking at it. We realize that there’s been a dramatic evolution and increase in both testing platforms and testing capacity."

Cetron said the conversation on the matter is "ongoing" as they work to determine the type of testing and where it would take place.

No further details were released on the potential mandate. Nonetheless, it is a "really important part" in combating the pandemic, he said.

Representatives for the Centers for Disease Control and Prevention did not immediately responded to Fox News' request for comment.

Protests Continue in Tunisia as Authorities Reveal Identity of Dead Demonstrator

Prime Minister Hichem Mechichi in response to ongoing demonstrations reshuffled the Tunisian cabinet, appointing 11 new ministers and pledging reforms to revive the country’s economy. The nation's president, Kais Saied, however, has rejected the reshuffle, citing the absence of women and accusations of corruption against several of the ministers.

Protests continue in Tunisia, with hundreds gathering outside the parliament in the capital city of Tunis. One group of protesters marched to the parliament from the working-class district of Hay Ettadhamen. Authorities identified a young demonstrator who died from injuries on Monday night. Haykel Rachdi’s family told local media that he died after he was struck on the head by a police tear gas canister. The Public Prosecutor’s office in the Kasserine governorate ordered an autopsy to confirm the cause of Rachdi’s death.

After the death of the young man, a group of protesters tried to storm a police station in the city of Sbeitla. The news of the man's death escalated tensions in the country.

Why Are Tunisians Protesting?

Massive demonstrations began in the country on the 10th anniversary of the Tunisian revolution, part of the so-called Arab Spring protest movement that rocked the Arab world in 2011. Although Tunisia has been lauded as an Arab Spring success story, people marching across the country now are chanting the same slogans used ten years ago and berating the government for the low standard of living. In 2020, Tunisia’s economy contracted by 8.2 percent, while fiscal debt rose above 12 percent. Unemployment among youth, which constitute a hefty demographic among the protesters, ballooned to over 30 percent. The protests also coincide with the imposition of a national curfew aimed at slowing the spread of the coronavirus pandemic.

The situation was exacerbated by a heavy-handed law enforcement response, including tear gas, water cannons and batons used against protesters, regardless of whether marchers were peaceful or violent.

"The government that only uses police to protect itself from the people - it has no more legitimacy", noted a protester.

The Tunisian Human Rights League said about 1,400 people have been so far detained in the demonstrations. Approximately 30 percent of this number are minors, the association observed.

Bill Gates: COVID vaccination passports could help open up our economy 'faster'

Microsoft, Salesforce, Oracle and the Mayo Clinic are reportedly working on the development of a digital COVID vaccination passport.

Microsoft co-founder Bill Gates said Wednesday that COVID-19 vaccination passports for international travel might help the U.S. and other economies around the world fully reopen at a "faster" pace.

Microsoft, Salesforce, Oracle and the Mayo Clinic are reportedly working on the development of a digital COVID vaccination passport.

The World Health Organization refers to this type of passport as an "immunity passport."

Gates was asked during an online forum whether he supports the idea of having COVID passports.

"Well, the goal is that if eventually travel does require some proof, that can be done in a way that's not fraudulent. Now you really want to be careful so people don't feel like, you know, this is some invasion of privacy. So, yes, having just paper cards doesn't create a very reliable system," he said during the Washington Post Live event.

"You want to do better than that," he added. "Since you know, when you spread this disease, you're talking about deaths and having to shut down economies."

Gates cited India as an example of digital advancements related to the COVID-19 vaccine distribution. Gates said digital proof of COVID-19 vaccination to travel would likely be better than a paper version.

"Some way of, which India has probably done the best on, some way of having digital proof would let you say, 'OK, if to work in a nursing home, you need that proof, or if a country wants to see that proof to let you travel to an event,' that could help us open up faster by having the ability to trust those proofs," he said.

Big tech ‘kowtow to China’ in an extremely dangerous reality

Herald Sun Business Columnist Terry McCrann says tech giants have already been seen to “kowtow to China” and it is an extremely dangerous reality which we must face up to.

His comments come in relation to proposed legislation which would see tech giants pay for content from news and media outlets.

Mr McCrann says this is a battle Australia can’t afford to lose.

“This goes far wider and far deeper than simply providing some revenue stream for publishers,” he told Sky News host Peta Credlin.

“This is about our fundamental sovereignty.”

Mr McCrann said we’ve seen already how “companies like Google, like Amazon, kowtow to China” in terms of “censoring information”.

“This is an extremely dangerous reality that we really have to face up to.”
