Water belongs to US. (Waters of the US). Some of it belongs to the state, but mostly, it's all federal property. Even if it's on, or under, your land.
You can't buy up water.
I only know how water works. that's all that matters. Every bit of water you take from an aquifer is permitted. If people owned water they could damn up a river. Try that. See what happens.
You own the land, not the water. I worked for a State for 7 years dealing with the fucking "Waters of the US" laws.
