Citadel pays robinhood to get first look at customer orders before execution. As an HFT, they front run every single market order, and they are the Exchanges largest customers.

Get it? This is who pulls the strings on enforcement in the self-regulated exchanges and the brokers that are just their clients.

Trades cost around $25/trade. HFTs pay brokerages to look at all orders. It's how the brokers can turn around and offer trading at $7 or less. The customer is the product the brokers are selling, not investmens.
