When asked about Congressional oversight, Rosenstein leads off that the DoJ is very supportive of appropriate oversight. However, "There is not actually a constitutional basis for oversight. That has been viewed as an implied power and has developed over the years."

"There are conflicts between the Executive and the Legislative branch over oversight throughout history." See, this is important. There are a LOT of grey areas in the constitution, a lot of undefined room, where push and pull exists.

"But what has been established over time is that we have a responsibility to work with the Congress. But their duty is to understand that their duty is not to interfere with ONGOING INVESTIGATIONS with the Department of Justice."
