For its next CEO, Citadel Securities turns to a veteran

Peng Zhao, the new CEO of Citadel Securities who takes over after the abrupt exit of Kevin Turner, is no stranger to the Chicago company, despite the low profile he has kept there.

The company promoted Zhao into the top role on Jan. 27, the day of departure by Turner, who joined from Microsoft in a major hire just five months ago.

Most recently, Zhao, 34, was head of global market-making for Citadel Securities, said spokeswoman Julie Jensen. Last summer he was also chief scientist for the company's sister hedge fund business, she said.

Perhaps most important, Zhao has a lot of experience working for billionaire business owner Ken Griffin, who hired him as a senior quantitative researcher in 2006 at Citadel Securities.

That operation, which is separate from the Citadel hedge fund business, buys and sells stocks, futures, bonds and other assets in financial markets worldwide.

WHO IS THE NEW CHIEF?

Zhao was born in Beijing and attended Peking University, earning a degree in applied mathematics before moving to California to attend the University of California at Berkeley. He received a PhD in statistics there in the early 2000s.

At Citadel, his success climbing the corporate ladder paid off, allowing him to purchase a pricey home for $4.95 million in 2013 at the 72-floor Legacy at Millennium Park, a glass tower in the Loop where he planned to combine two condos near the top of the building.

Prior to joining Citadel, he had limited work experience, as a summer associate at Lehman Brothers and as a quantitative researcher for San Francisco-based investment manager Evnine & Associates, according to a short biography for a trading conference he attended.

While Zhao has made some public appearances, including giving a 2014 seminar at Carnegie Mellon University entitled "From Pigeons to Petabytes: A Walk through the World of Quantitative Trading," he hasn't had high visibility as a leader for the firm. Jamil Nazarali, the head of execution services for Citadel Securities, and Paul Hamill, the global head of its fixed-income trading, have more often been the public faces of Citadel Securities.

On the firm's web pages yesterday, there was no biography of Zhao among the leadership at either Citadel Securities or the Citadel hedge fund operation, even though he was expected as recently as last summer to hold a vice chairman post along with Turner.

For Citadel, it's full speed ahead in China

With a nearly $100 million settlement behind it, the trading firm has set its sights on prying open the trillion-dollar financial markets in China.

When Ken Griffin's Citadel and Citadel Securities partners sent $7.5 million to China to fight the coronavirus this month, it was a reminder of their growing interest in the country.

The hedge fund Citadel and its market-making outgrowth, Citadel Securities, have cultivated connections to China for years. Now that Citadel Securities has agreed to pay nearly $100 million to settle Chinese allegations that it violated trading rules in 2015, it's poised to move aggressively there.

Citadel Securities has big expansion plans and has set its sights on prying open the trillion-dollar financial markets in China, the world's second-largest economy. If history is a lesson, working with the Chinese government won't be easy (witness recent U.S.-China trade tension), but it's likely to pay off, given that the Asia-Pacific region is already Citadel Securities' second-biggest market, behind the U.S.

"I think Citadel is now in a position where it is free to move on and it doesn't have any restrictions on its ability to now expand in China, and I think intends to do so," says Donald Robertson, an analyst at Moody's Investors Service in New York. "They were kind of waiting for (the violation settlement) to be behind them."

Moody's began rating Citadel Securities in 2018, when it sold debt publicly to fuel expansion. Its holding company is rated just below investment grade, but its operating subsidiaries are rated one notch higher, above the investment grade cutoff.

Chicago-based Citadel Securities has grown into a sizable operation since it was founded in 2002, now with about 900 employees trading through 35 countries and offices in New York; Austin, Texas; London; Hong Kong; Toronto; Sydney; Zurich; Shanghai; and Dublin.
