I went to this link, which was a previous notable. A few thoughts came immediately to mind. How does the CDC have authority to write laws?

Also, when the CDC, a federal agency expects state and local entities to enforce this isn't that a form of "commandeering"? They are attempting to commandeer local and state entities to (without compensation) enforce their (illegal?) law making.
