Well the military asked him to run but its not like they could pour money into funding him into office and they didn't do any sort of campaigning PR type stuff for him. He isn't "controlled" by the military per say. He was actually voted in by the people and he respects the military. I think Gen Kelly's station in the WH is more than what it seems. I don't think he is a handler but I think he is the militaries eyes and ears in the WH.
