I am reasonably sure that both Google and Microsoft Bing at least turn a blind eye to click fraud. It's more noticeable on Bing Ads.
When you run a big campaign, for a big brand, you don't notice. A small campaign is small enough to notice.
I write "at least" because they could be running the scam as well.
