For the House of Representatives, working people should serve. Truck drivers, plumbers, doctors, accountants, etc. would serve 2 years only. It would be an obligation like jury duty. When you are called, not elected, you serve. Once you serve, your obligation has been met and you go back to the bottom of the list. Legal citizens only.
