Why would Q come back? His/their job is done.
The people have woken up; they have started to think for themselves; they are questioning top-down government and have realised they need to be engaged in the political process beginning at local level and all the way through to the top, as should always have been the case.
But the people forgot that government of, by and for the people requires that the people don't just wait for government to do stuff to/for them but rather, they engage at grassroots level and tell the government, at all levels, what to do for them.
