Not sure but it will destroy many gun owners. Especially if they charge for things like shotguns and rifles. Most Rednecks I know have at least 4-5 guns, some many more. That's 4000 every five years. Then they'll use the law to punish the ones that try to conceal their gun ownership and then charge them and they'll lose the right to own guns at all. Which is their goal after all.
