Because investment grade silver comes from a MINT which legally assays and certifies the weight and fineness of the bullion they produce, and they produce within a normal business band. When demand spikes, they have to source more inventory, that is clean enough to readily meet the above goals, to minimize purification, then mint more, which takes time.
