Doubtful it was a person at all… I can build a drone capable of that shot in my garage! You think deep state doesn't have that ability? Thermal image so not to draw suspicion of infrared light, targeting system, gps… the whole operation could have been completed in less than a minute with the drone self destruction by kamikaze into the ocean upon completion of the shot.
