I've narrowed this cluster fuck down to 2 possible scenarios. 1, they know the truth will lead to a chain reaction that takes out people they are trying to save. 2. They are scared of threats of releasing nukes or biological, so they will end up doing nothing. The problem with doing nothing is these fucks are are either bluffing or will do what they're going to do regardless. Do not negotiate with terrorists.
