Military leadership doesn't do any of the actual fighting. That bloodspot is left to the troops. Naive. Young.

US military is very powerful and could reduce CIA/FBI/DS to ashes in no time.

However, at this point, it's more likely that they've been paid/threatened to the point of acquiescence.
