Northrup Grumman/Sierra Nevada have different contracts for P-3 upgrades out of their maintenance facility in Hagerstown + close proximity to NAS Patuxent River. This was taken on February 1st. They seem to be doing checkout runs over Hagerstown regularly.

They wanted the codes so that they wouldn't have to reveal the fact that they've worked with qualcomm and broadcom to take advantage of exploits that allow unsigned code to operate persistently from the bootloader in ways that are mostly undetectable.
