Many of them DID "come from the grassroots" at least in part. Many of the governments overthrown were autocratic. But it seems that the strategy of the globalists was to seek to "own" any government that took power as the result of people rising against overt despotism. Or so it seems at the moment… haven't gone back for a detailed examination.
