Why do we let mentally defective people set health policy?

There are 3 possibilities -

They are testing for Covid first, and going with those (false positive) results even if the person really has the flu

Covid is more transmittable so people get that first (and it crowds out flu?)

Lockdowns, masks, and distancing have reduced the flu R0 to basically zero.
It's a mystery.
