Yes, the large scale “Stand Down” orders can happen. They are infrequent, but not rare. Usually in the form of a directed briefing with discussion, info gathering, and reporting back up the Chain of Command.
For instance, there was a Safety stand down about 18 months ago or so in the USAF regarding flight safety issues. Too many aircraft were crashing, etc., and the causes were often simple issues or maintaining a well ordered maintenance site.
Yes, this one is odd and strangely timed.
But it can happen DOD wide if directed.
But it won’t go off well if it is so dang politically driven.
