I'm going to call bullshit on this one. I've looked at the images of this letter online. I believe it is doctored.
It does appear to be the image that the media is using to report it, but I don't believe the signature and the text around the signature are authentic.
The angle of the text is not precise and the font and glyph density don't match the rest of the letter.
Not that an appeal to authority is ever an excuse, but I'm an imaging expert of 40 years and I'm particularly good with glyph rendering and associated forensics.
