One report I saw stated that this was the same c-130 POTUS held a meeting under after the Puerto Rico Hurricane. It was suposidly on its way to the bone yard at David Monthan AFB AZ for scraping.
It is not uncommon for the releasing base to cannibalize need spare parts off of a plane for later local use prior to sending it to the bone yard. They are not supposed to take anything that would hinder the safety of the last light though.

I believe this plane may have been a "Hanger Queen." Most bases will have one aircraft set aside that they can salvage parts from when logistics is slow to deliver a new part on order. When the orderd part finally arrives, it will go back to the queen.
