Well,
the Papacy didn't exactly give it up.

They need children.

they can demand those families abide by certain rules,
rules made purposely to ensure they be broken due to their unreasonable nature.
The trap is set.

in lieu of that,
Government can just make up a false accusation.
That precisely the trick of Vatican City.
By being made a political entity,
as well as claiming to be the representative of Jesus Christ in charge of all Christianity,
the Papacy has the best of both worlds,
effectively shielding itself.
The Papacy is both a prince and a priest,
and it has never revoked its claim it has authority over all kings and nations as well as all Christianity.
