That is - the concept of COMPARTMENTALIZATION. I first was introduced to it, ironically now, in College while reading McEwan's book about post WW2 East/West Germany.
I liked to use the analogy to a huge ship works, if it takes a leak - there are x # of compartments that are hermetically sealed off from each other, to stop that leak in its tracks. Only after a certain # are reached, catastrophic failure, will the ship go down.
