Take a step back and look at some other prices news papers and/or agencies pay to break whatever big story they have an exclusive on. It's definitely a business, and normal considering the practice thereof.
Shit. Technically the owner of that video could've made a shit ton more just bringing the video to other sources that were offering millions for proof of fraud. This video might not totally prove the fraud. But for 22k at least the person could know that GP would publish it, and no one has to worry about legal fees or serious blowback or payback or whatever.
