Continuing discussion of circular or "Q-shaped" patterns being flown by .mil aircraft:

This one in Maryland caught my eye because it seemed to be orbiting around nothing. West of camp D & site R.

Looked at the center on satellite view and this secure facility in the middle of the mountains appeared to be at or near the center.

39.712073,-77.972527 are the coordinates.

Any idea what it is?
