After it is done the drops will show it was out in the open the entire time.
Up until that point there’s been a lot (a crap ton) of guessing. It isn’t moving the goalposts, it is trying to work out a puzzle with moving parts in the dark.
Moving the goalposts would be ‘two weeks to flatten the curve’ turning into indefinite mask wearing (better put on two now), endless ‘lockdowns’ and all the other covid BS being pushed by wicked people in the name of “safety”.
You should try to glow less - it only highlights your fear.
