As I scroll through my new handy-dandy spreadsheet full of IP addresses, I realize:
A) These target IDs are all for individual voting machines' air-cards
B) They would not be publicizing this information unless all those ID's were about to go away / change, or already have.
To me this validates there are about to be (publicized) big changes in our voting systems (possibly already done?).
