IMO
the "leaders" or the straw men posing as leaders
want to keep the respect and admiration of the people
It is just less trauma for them to control
and they have to have a submissive military
to do the dirty work for them
So if they do try to "reduce the surplus population"
they have to convince A LOT OF PEOPLE
and I just don't think that they are quite ready
to do such an abhorent thing
