What if the elites have been messing around with wolf and human DNA this entire time, trying to make an army of werewolves, that they were waiting to unleash at the proper time?
Knowing we would have to defend ourselves, silver bullets being the only viable solution, we would be forced to use our own wealth to defend ourselves.
The elites, knowing this was their plan, would use the opportunity to steal all the silver with out of the dead werewolf bodies.
