Less than 10 know the whole picture / the entire plan. From there the plan would be compartmentilsed with different people carrying out their part either knowingly or not. I'm sure anons even know part of the plan. If I were to guess, Flynn is aware of the plan but is not part of the less than 10 group. He was tangled up in court and he's too visible taking oaths and saying WWG1WGA. DS likely has him under close watch.
