I am not sure I understand the functions of a lot of the US government. I found the name of this man, William S. Castle, in a post here. Almost seemed like a Q drop but without the trip code. Looking into information about William S. Castle lead me to this information:

I got to thinking: The military is under the authority of the Commander in Chief. It seems that the Q drops lead to the idea that the Commander in Chief has some sort of special authority when it comes to the marines. However, broadly, I think that the military recognizes the President as their leader.
Now what happens if the military sees, via its intelligence gathering capabilities, an internal "coup" foisted on the country via a fraudulently conducted election? What is the responsibility of the military in that situation?
