It makes it hard to impossible to get enough out of the majority red county property to flee the tyranny of the one or two counties that dominate the levers of power.
Now you have residents of "captive" red counties trapped in a dysfunctional state seething and resentful of the comparatively rich invaders from the blue counties they're fleeing.
