There is no evidence of that but it is possible of course. I am of the mind that he simply didn't have the balls to do what needed to be done and trusted the wrong people to help him but instead they backstabbed him. Trump should have simply came in, put people he PERSONALLY knows into position and wasted no time cleaning house by any means and permanently and then letting the future generations judge his actions.
