Q says they are basically planting certain things where they know the FBI is going to look based on the "laser pointer" distractions they are sending out, ie: Stormy Daniels.Then they find just enough new planted material (appetizers) that it creates a lead for them to have to investigate further and dog up NSA records, etc.

All they need to plant is just enough info for probable cause to start a warrant to gather or raid the rest of the information.
